Grey structure, in our office, means foundations, the frame, slabs, and blockwork, with the stair and the wet-area drops already decided. It is not a finished house, and it is not a pile of columns with the difficult parts postponed. You pay by completed stage.
Why people split the contract
Cash flow. A family in Gulshan-e-Maymar often wants to pause before joinery and tiles. That is fine if the concrete they pause on can accept the finish later. Sleeves, levels, and a roof that knows about a future mumty are part of this contract.
