A double storey in Scheme 33 is decided in the first slab: the stair, the toilet drops, and the weight of the upper floor. If the house is already standing, the first job is to look at that slab.

Labor for two floors includes the stair. A hole with no stair is not a complete structure. A labor rate covers the people who open, rebuild, and plaster. You arrange cement, steel, and brick if the structure needs them. We do not price a paint job as a new house, and we do not price a new slab as paint.
With material
With material, the upper floor is in the steel of the first slab, or it is refused. It is not implied. With material, replacement of a bath, a lintel, or a slab is in one scope. You can see which lines are labor and which lines are material before work starts.

If the house is already standing and you want a floor added, that is a look at the existing structure, not a paint job. Renovation either includes the upper floor now or it says the slab cannot take it.
Renovation here is usually an occupied ground floor with a family upstairs, or a house that was left at plaster. Work is staged so one bathroom stays usable. That is a site problem, not a brochure line.

Some Scheme 33 land is filled. Footings follow that fact. We do not reuse a Maymar footing detail on a plot that sponges underfoot. The plinth is set to the road you have, including the monsoon level of that road.
Do you build a double storey in Scheme 33?

Is a kitchen remodel a renovation?
Only if the brief is the kitchen. A wet roof hiding under that remodel is a different stage.
Do you travel to Scheme 33 for a repair?

Will you keep the old structure?
When it deserves to stay. You see the opened slab and any cracked beam before we cover them again.
